AWS free tier account is being charged

I have a free tier account on AWS which I am using to create EC2 instances but my account is being charged when I check in the billing dashboard. Can anyone help?

AWS provides a monthly limit for free usage. Exceeding the limit will incur the charges. Check your monthly usage from the Billing Dashboard section, it may have been exceeded resulting in the charges. Your monthly free limit will reset every month for a year.

I have stopped all the instances but my free usage is still getting consumed.

You probably have instances running in other regions. Go to the Billing Dashboard > click on Bill Details > expand the Elastic Compute Cloud option. You will find all your running instances here with their regions. Go back to the EC2 section, select the region where your instance is running, and terminate it. Once all the instances are terminated, your billing will also stop.
